This ‘pdadmin’ command line utility is a part of IBM Tivoli Access Manager (renamed to IBM Security Access Manager since version 7.0). This is the standard de-facto of configuring TAM/ISAM since the early days. It is highly scriptable, and the recent version of ISAM provides even easier remote interaction by opening ‘pdadmin’ to the web via HTTP interface. All this explains the popularity of ‘pdadmin’ among the system administrators.
